
ALL Florida county commissioners are required by Florida Statutes to complete 4-hours of ethics training each calendar year. This program ensures commissioners meet legal requirements and gain essential knowledge to govern responsibly. Participants leave with a deeper understanding of ethics expectations, Sunshine Law and Public Records Law, reporting requirements, and become familiar with the process of an ethics complaint.
The 4-hour session includes:

Two hours dedicated to Florida Ethics Law, covering the Code of Ethics for Public Officers and Employees, gift prohibitions, conflict-of-interest rules, financial disclosure obligations, and the ethics complaint process.

One hour on the Sunshine Law, highlighting Florida’s Government in the Sunshine Law, including open meeting requirements, communication restrictions, and enforcement procedures.

One hour on Public Records Law, focused on the Florida Public Records Act, detailing public access rights, recordkeeping responsibilities, exemptions, and response protocols.
ICG makes this course accessible in two formats:

In-person workshops offered twice a year—the Tuesday before the FAC Annual Conference (June) and the Tuesday before the FAC Legislative Conference (held in November during non-election years, and December in election years). Registration for these sessions opens alongside conference registrations (March for Annual and September for Legislative).

Online training, available for a $75 fee, allowing participants to complete the course at their convenience and receive a certificate of completion recognized by FAC and ICG.
