Intergovernmental cooperation isn't easy—but sometimes necessity forces the issue. By the late 1990s, Tallahassee and Leon County faced a shared problem: the infrastructure, parks, and public spaces the region needed had outgrown what either government could deliver alone. Their answer was a new governance model built around a simple tool—a penny sales tax. Voters approved it in 2000, and it was renewed through 2039.
