Susan Harbin Alford, Esq.
Deputy Director of Public Policy at the Florida Association of Counties (FAC)
A member of the Florida Bar, Mrs. Harbin Alford joined the Florida Association of Counties in 2012, and currently serves as the Deputy Director of Public Policy, focusing primarily on local government issues related to agriculture, environment, growth management, and transportation.

Prior to joining the Association, Mrs. Harbin Alford served as Legislative Counsel for the Broward County Office of Intergovernmental Affairs and Professional Standards. She is a 2009 graduate from the Florida State University College of Law, and has a degree in Environmental Economics and Management from the University of Georgia.
Terri Lowery
Senior Vice President at Jones Edmunds
Terri Lowery is a Senior Vice President with Jones Edmunds and has represented the company with FAC for more than 25 years. She has more than 30 years of experience working with both elected officials and technical staff on developing funding strategies and public involvement programs in support of local projects. She is also experienced in organizing and coordinating public meetings and media relations.

Terri is a registered lobbyist and assists with legislative tracking and grant pursuits as well as monitoring and reporting on legislative activities. She has worked with numerous communities throughout Florida to procure funding or legislative assistance, specifically for septic to sewer projects focused on protecting our state’s water resources.

Terri is a native Floridian and is passionate about preserving those things she loves most about our state, including our diversity of water resources.
Brian Icerman
Vice President at Jones Edmunds
Brian Icerman is a Vice President with Jones Edmunds and serves as the firm’s Managing Director of Utilities Infrastructure. He leads staff and projects throughout Florida focused on water, wastewater, and stormwater solutions. His experience managing public projects from planning into design and permitting through construction completion and finally asset incorporation and management provides a broad perspective on the challenges faced by local governments. He has dedicated his entire professional career to serving cities, counties, and state governments in Florida.

Brian’s passion for water goes beyond the office. He works with it professionally but personally enjoys being in it or around it even more. He considers himself fortunate to have found a career and passion that allows him to work many diverse individuals and serve the community of his home state. Brian was born and raised in Tallahassee, graduated from the University of Florida’s College of Engineering, and is a licensed Professional Engineer and Envision Sustainability Professional.
